For the introduction of new telecom services and networks, radio spectrum was redeployed on a number of occasions. In 2004, radio spectrum in 900 MHz range under usage of Government users was vacated, reformed and assigned to GSM operators. Substitute frequencies band plans were prepared and accordingly same were assigned to Government users. This redeployment was done through 100% compensation. New system in lieu of old system was acquired for Government users. In another instance, small frequency chunks in 900 MHz band from existing GSM operators were vacated to accommodate new licensees. Existing operators were compensated by assigning frequencies in DCS bands.
